TSC To Promote 100k P1 Teachers and Increase salaries of Tutors 2020

The Teachers Service Commission (TSC) announced it had set aside KSh 7 billion to facilitate the promotion of 100,000 P1 teachers

– The teachers in the service will also receive an annual increment starting July 1, 2020

– This will be based on both Carer Progression Guidelines and Scheme of Service

– Teachers who are still in KNUT may have to wait for TSC to advertise Teacher Proficiency Course for their promotion

The Teachers Service Commission (TSC) Chief Executive Officer (CEO) Nancy Macharia on Wednesday, February 19, announced a budget of KSh 7 billion for promotion of 100,000 P1 teachers.

The CEO also announced an annual increment for all tutors in the service starting July 1, 2020, based on both Carer Progression Guidelines (CPG) and Scheme of Service (SOS).

A statement issued on Kenya National Union of Teachers (KNUT) Facebook page showed TSC will move all group B5 who were already teachers as of July 2017 and are Strickly under CPG to C1. “Teachers in C1 will move to C2 and C2 to C3. These teachers must be serving under CPG and not Schemes of Service,” read the statement.

For secondary school teachers, all C1 teachers will be moved to C2 for Diploma holders (secondary school teacher 2) while C2 teachers will be moved to C3 for Degree holders (teacher 1).

It further showed that C4 teachers and above in Primary Schools who had already taken interviews accordingly will move as per their current grades. According to the statement, teachers who are still in KNUT may have to wait for TSC to advertise Teacher Proficiency Course for their promotion as per the Schemes of Service.

They will then be promoted as per the existing vacancies unlike under CPG in which teachers in a common cadre for P1 move in mass.

Promotions based on SOS as ruled by Justice Byrum Ongaya favouring KNUT members will depend on how quick the stalemate between TSC and KNUT is solved. The current TSC upgrading of teachers led to the scrapping off of some job groups and merging of others. Under the new system of grading tutors, the grade that was previously known as P1, which was under Job Group G, was scrapped off and replaced with Grade B5.

This grade was designated as the new entry grade for all tutors at the primary school level. The other grades that followed were re-structured and re-named as follows: group J to C1 group K to C2 group L to C3 group M to C4 and group N to C5.

Apart from job groups J to N, there was another rank that belonged to the higher band which was designated as P, Q and R which were later renamed to D1, D2 and D3 respectively

The Kenyan National Union of Teachers requested for an additional job groups S and T, which the commission granted. Under the new grading, the two categories were named D4 and D5, respectively. The chief principals now fall under category D5 of the new grading system.
