TSC: Here Are The New Lowered JSS P1 Deployment Requirements 2023
It has been a stubborn fact that the rolling out of the new curriculum(CBC) has faced a myriad of challenges. One of the biggest challenges that the Ministry of education is currently grappling with is the acute shortage of suitably qualified teachers in primary schools to transit to Junior Secondary Schools. As much as the government through the Teachers Service Commission(TSC) has attempted to plug the glaring shortage by recruiting 30,000 teachers recently, the gap persists. Consequently, the Teachers Service Commission has been compelled by circumstances to make some changes in its second round of deployment of primary school teachers(P1).
The national teacher’s employer TSC yesterday through its social media platforms announced that the application had been extended to the 22nd of March of 2023.
” The commission has extended the period of application for deployment to Junior Secondary Schools. The portal has been re-opened. Primary school teachers with the requisite qualifications are encouraged to apply. Use the following link https://tsconline.tsc.go.ke/to access the portal. The Deadline for application is 22nd March 2023″, said TSC.
This change is in a bid to allow as many PTE/PI teachers as possible who had been locked out of the exercise in the first round. It is important to note that already the first cohorts have had their documents verified and those successful have had their deployment letters already.
Notably, the deployed teachers start at job C2 where they will serve for three years before automatically moving to job group C3.

Changes in PI requirements for deployment to JSS.
TSC has now lowered the requirements for deployment to JSS. This is to make it possible for interested teachers with Pre-University qualifications to submit their applications.
It is now official that practising PI teachers who attained the Pre-University qualification on or before 31st December 2015 should be considered for deployment to Junior Secondary.
The interpretation of this change is that teachers who joined the university with KCSE mean grade C (Plain) but did bridging courses before pursuing a degree are now qualified to teach Grade 7,8 and 9 learners.
However, it is important to note that TSC is yet to lower the requirements allowing primary school teachers with other Diploma and Degree certificates like those with primary options.
The Commission says primary school teachers wishing to be deployed to JSS must be qualified to teach in secondary schools. the teacher must meet the following requirements
- Qualifications
All primary School teachers willing to be deployed to Junior Secondary Schools across the country must meet the minimum qualifications for teaching in secondary school. These qualifications are:
a) Must have an active registration as a teacher with the Teachers Service Commission
b) Must be currently employed as a primary school teacher serving with the teachers’ employer (TSC)
c) The interested teacher must not be currently on interdiction or being taken through the disciplinary process.
d) The teacher must have a minimum of a Diploma in Education with a minimum of C+ at KCSE with a C+ in two teaching subjects currently being taught in the school curriculum( for both 8-4-4 and CBC) or two (2) principles and one (1) subsidiary pass at ‘A’ Levels.
The TSC circular further stipulated that those with a minimum of C( plain) at KCSE or its equivalent and who have acquired a Diploma in Education together with a Bachelor’s Degree qualify.
e)It is important to note that the degree certificate must be that of A Bachelor of Education. Those in possession of a bachelor’s degree in Education( Primary Option) do not qualify for this deployment.
f) Only those who have officially exhibited interest to be deployed to JSS and whose names are on the list at the TSC headquarters are eligible for deployment.
