Job Title: Officer – Emergency Response, Turkana

Duty Station: Turkana North Sub County, Turkana County

Reports to: Manager- Health and Nutrition (Turkana)

Direct Reports: None (Supervises Local Partner)

Contract Details:

Six (6) Months Fixed Term Contract Subject to Availability of Funds and Performance

Starting Salary of the Pay Grade – Kes 96,308

Job Summary:

To oversee the implementation of the cash transfer program and provide technical leadership in Turkana County for Concern Worldwide’s emergency response

Main Duties & Responsibilities:

· Supervise local partner implementing cash transfer program in Turkana North Sub County to ensure compliance with partnership agreement and Concern Worldwide’s policies

· Provide technical leadership, mentorship and general capacity building of local partner staff undertaking emergency cash transfer program implementation in the County

· Provide technical support to local partner in documentation, financial reporting and implementation in Turkana North sub County

· Oversee beneficiary identification, validation and registration exercise by the local partner

· Represent Concern in coordination forums on emergency response at ward, sub County and County level

· Liaise with other humanitarian agencies and County government agencies undertaking emergency response in Turkana

· Document progress made in the implementation of the emergency cash transfer program on a monthly and quarterly basis. This will include but not limited to: document case studies and change stories in close consultation with the local partner, monthly and quarterly progress report plan, monthly and quarterly indicator tracker clearly showing progress made against the targets set out in the M&E plan/Logframe, pictorial and audio-visual recordings of project implementation and as will be defined by the line manager

Responding to Emergencies:

· Participate and contribute as necessary towards Concern’s Emergency response as and when necessary

· Comply with Concern’s health, safety and security guidelines during emergencies

Code of Conduct and Associated Policies

· To adhere to the standards of conduct outlined in the Concern Code of Conduct and associated policies.

· To support and promote the standards outlined in the code of conduct and associated policies to their team, partner organizations and beneficiaries, and be committed to providing a safe working environment

Job Specification:

– A Degree in Community Development, Livestock Production, Crop Production, Social Sciences or any other relevant field

– At least two (2) years’ experience in cash transfer programming. Experience working with and managing local partners and in Turkana County is preferred

  • Must have a working knowledge of Project Cycle Management

– Strong written and oral communication skills

– Excellent computing and report writing skills

– Be able to work independently, as well as in a team

– Strong leadership and management skills

– Be willing to accept responsibility and to show good judgment, initiative, and resourcefulness.

– Fluency in spoken and written language in English and Swahili. Fluency in the local language is an added advantage
