Kuppet Latest guidelines for County Branch BBF benefits, sets maximum deductions per teacher

The Kenya Union of Post Primary Education Teachers (KUPPET) has released new guidelines on how the County Branch BBF kitty should be run. KUPPET teachers have, in the past, experienced numerous difficulties in matters of death involving their members who passes on. Therefore individual branches decided to establish BBF to offer solution to these challenges.

However running of the BBF posed some other challenges that prompted the National Governing Council Welfare, NGCW, Committee to come up with some guidelines.

According to the new guidelines, NGCW shall intervene in finding solutions to challenges facing BBF in branches

Those branches without BBF shall be encouraged to start one but members shall not be charged over ksh 150.

Additionally, NGCW may monitor the running of burial benevolent fund to ensure smooth performance.

Equally, NGCW shall open a window to receive complains and challenges from branches that are BBF based that will be addressed to the chairman of NGCW.

REVISED BBF BENEFITS

The scope of the BBF beneficiaries shall at most cover the nuclear family and at most two parents.

The financial benefits shall be categorized as follows and may be reviewed during annual general meetings (AGM).

NB:-KSH 10,000 shall be given during fund raising from the stipulated figure.

        -Branches with projects can also vary the figures stipulated above.

Individual branches shall formulate tools that will prevent fraud from members during claims.

Branches may source for funds through innovativeness i.e. fund raising, income generating projects, etc.

Individual branches shall appoint an auditor whoshall be appointed for each consecutive year during the Annual GeneralMeeting. The auditor shall notbe an office bearer or a delegate of the scheme.

A special Annual General Meeting shall be held under the direction of the committee.

Executive committee shall be held three times a year or once every term.

All bbfs shall be controlled from the KUPPET head office.

All branch secretariat staff also contributes like teachers and equally benefit as other members.

 GOVERNANCE AND MANAGEMENT OF THE SCHEME.

  • BBF executive committee shall consist of:-Executive secretary.
  • BEC treasurer and 3 delegates elected from sub-counties.
  •  Signatories:- There shall be 3 (three) signatories as follows: The Executive Secretary who is co-opted as patron but a mandatory signatory, BBF chairman NOT BEC chair and BEC treasurer.
  • Central Management Committee -(M.C); Shall be composed of the executive committee and all elected delegates from sub counties, with each sub county having one delegate elected during branch AGM.

All these delegates shall be TSC registered members.

The delegate shall run the affairs of the fund for a period of 5 years continuously and can seek re-election when their term expires.

DUTIES OF THE OFFICE BEARERS                              

  1. THE CHAIRPERSON

The chairperson shall preside over all committee meetings and general meetings of the scheme.In case of a tie of votes at any meeting he/she shall have a casting vote.

  1. Two committee members.

One of whom shall stand in for the chairman in case he/she is absent,                                                 

  1. Assist the chairperson
  2. Perform the duties of the chairperson in his or her absence.
  3. THE SECRETARY

The secretary shall

  1. Execute the policy matters concerning the scheme.
  2. Consult the chairperson on matters concerning the scheme.
  • Responsible for keeping all records of the scheme
  1. Taking minutes during meetings,
  2. Call for meeting in consultation with the Executive Secretary.

4. THE TREASURER

The treasurer shall;

  1. Keep records of income and expenditure of the scheme
  2. Prepare the budget and estimates of the scheme.
  • Prepare trial balance of the scheme for the general meeting
  1. Present audited accounts to members during the general meeting.

5. KUPPET Executive Secretary/Patron.

Executive Secretary shall coordinate all activities of the scheme with liaison with the respective delegate.By virtue of his office shall be responsible for queries from registrar office and therefore shall guide on the best practice of fund management.
