HELB Mandates eCitizen for All Payment Transactions; How to Pay Via eCitizen.

The Higher Education Loans Board (HELB) has mandated that all payments go through the eCitizen platform.

HELB said in a notice published in local dailies on Tuesday that the shift was in keeping with President William Ruto’s instruction for all government services to be merged into one platform to consolidate government revenue collection.

The Board stated that the modifications would be implemented immediately.

“HELB wishes to notify all stakeholders that following the directive from the Government and subsequent Gazette Notice declaring eCitizen as the official digital payment platform for all government services, HELB has seamlessly integrated with the eCitizen Payment Payment platform,” according to a part of the notice.

Payments can now be made in four different ways, according to the new changes: via Unstructured Supplementary Service Data (USSD) code, HELB mobile application, loanee self-service portal, and employers portal.

USSD Code

  • Users will need to dial *642# to log in or register.
  • Choose loan repayment, then mobile money provider, input the amount, then enter your PIN.
  • You will receive an SMS notice from eCitizen following the payment.

Mobile HELB Application

  • Download the mobile app from the Play Store and sign in if you already have an account, or register to establish one.
  • Choose the pay-loan option.
  • Confirm phone number and payment amount
  • When prompted, enter your PIN. eCitizen will send you an SMS notification.

Loanee Self-Service Portal

  • Log in to the eCitizen platform and navigate to the HELB menu to access the self-service option.
  • Select Loan repayment and choose a payment method.
  • Fill in the amount to be paid and click the pay button.
  • You will receive a confirmation notification.
  • Payment choices will be provided after confirmation.
  • Choose your preferred payment method and follow the on-screen instructions.
  • After you’ve made your payment, click Complete.

Employers Portal

  • Employers can access the HELB Employer Portal through the following links:
  • Visit the HELB website at www.helb.co.ke.
  • Remittance List Upload
  • Check all of the information you’ve entered, and then click the confirm button.
  • Print the e-slip once you’ve received confirmation.
  • On the Menu, select Payments.
  • Select the remittance record for which you want to pay, then click the ‘Make Payment’ button.
  • Enter the phone number that will receive eCitizen Notification on the pop-up screen and click ‘Process Payment.’
  • Click the selected method of payment and proceed to the payment process.
  • The record will be instantly updated once the payment is finished.
  • Click on statements in the menu to view updated and paid remittances.
  • Generate the receipt.

In accordance with President Ruto’s direction, the government plans to collect Ksh4.2 billion per day using the eCitizen platform by December 2024.

This is a significant increase above the platform’s current monthly revenue of Ksh60 million.
