Duties and Responsibilities

Human Resource Manager has strategic and functional responsibilities and must have HR expertise combined with legal, business and management skills. The duties and responsibilities of the Human Resource Manager shall include and not limited to the following areas:

Develop and implement HR policies and guidelines to eliminate the current situation of excess expenditure over income or net operating income deficit.

Develop and implement HR policies and guidelines to significantly improve employee productivity and performance evaluation that are currently inadequate.

Develop and implement HR policies and strategies to enhance team work and provide optimum service delivery in all academic and non-academic departments.

Develop HR strategic plans, policies, procedures and guidelines to create an effective workforce for the university.

 Provide legal advice to the university in decision-making to avoid court cases and other matters that have legal implications.

Represent the university in court and in other legal related issues.

Review the employee handbook annually as per the revised policies of the university taking into account the provisions in the government laws.

Prepare and submit monthly/quarterly HR report to the Administrative Board on the number of employees according to departments, redeployment, performance contracting, workers issues and complaints, wage bill and monthly expenditure on each worker.

Prepare and submit monthly report to the Administrative Board on the number of students on work programme including spouse employment in each department, redeployment, performance evaluation, total wage bill and monthly expenditure on each student. 

Work with the Housing Committee to ensure that employees adequately accommodated.

Serve in several university committees and participate in administrative board meetings when required.

Provide overall supervision of workers and students on work programme in all the departments.

Prepare the annual HR budget and submit to the Administrative Board for approval.

Perform other duties that may be assigned to him/her by the Vice Chancellor.
