Background:

We are currently seeking qualified candidates for the position of Monitoring & Evaluation Manager for an anticipated multiyear project to improve postpartum hemorrhage prevention and management in Kenya.  The activity aims to improve maternal health outcomes through expanded availability and utilization of interventions (medication or otherwise) to prevent and treat postpartum hemorrhage up to ten selected counties in Kenya. The program will work with county governments on introduction of new interventions and strengthen existing health systems to support their successful introduction and use within current public sector health system infrastructure.

This position is subject to project award and funding.

Job summary / Responsibilities:

The Monitoring & Evaluation Manager will be an FHI 360 employee working in and placed at the national office in Nairobi with potential lengthy field assignments in regional offices, as needed. Under the guidance of the Program Director, the M&E Manager will guide the process of collecting, analyzing, and using data with the purpose of measuring and documenting project contributions towards postpartum hemorrhage prevention and management as well as continually informing program decisions.  In addition, s/he will lead and manage tool and indicator development/adaptation, data coordination, quality assurance, and mentorship of collaborative M&E activities with county government counterparts.

Accountabilities/Responsibilities

  • Direct all M&E activities in close coordination with the Program Director.
  • Develop annual project-specific national and county-level M&E plans for submission to Merck for Mothers for approval.
  • Support the project to develop, maintain, and conduct ongoing quality assessments of the project M&E system consistent with project targets.
  • Support the development and integration of program-relevant indicators and reporting with county government partners.
  • Responsible for sharing best practices in M&E and data quality assurance and evidence on new approaches to field data monitoring to contribute to the knowledge base.
  • Responsible for participating in KHIS and DHIS-2 systems improvement efforts through collaboration with relevant departments and personnel and through participation in technical working groups.
  • Provide, guide, and ensure standardized process of collecting, analyzing, and using uterotonic and emergency obstetric and newborn care (EmONC) signal function data with the purpose of measuring and documenting achievements as well as continually informing implementation and technical assistance planning and decisions.
  • Manage the development and review and standardization of facility and community maternal health data collection and quality assurance strategies, tools and technical resource materials (e.g., training materials, data collection tools, use of technology for real-time monitoring data collection, operations and mentorship plans, job aids) in collaboration with key stakeholders to support meeting project objectives.
  • Collaborate with other technical specialists and stakeholders beyond the project to ensure coordination of M&E materials and strategies and avoid gaps and overlaps.
  • Provide the needed field support to ensure M&E activities are implemented with quality and fidelity by Senior Technical Officers.
  • Work closely with professional organizations to engage them in M&E activities anticipated by the project.
  • Ensure online data and data documentation needs by the national and county governments and donor are timely and met with quality. 

Qualification and Experience

  • Master’s degree in public health, epidemiology, biostatistics, or a related field.
  • 8 – 10 years of experience in relevant field.
  • A minimum of 5 years experience in a supervisory or management position for M&E.
  • Experience designing and implementing data monitoring platforms that include strong quality assurance components is required.
  • Experience in providing technical assistance to government staff working on M&E and data systems is desired.
  • Demonstrated proficiency with using Microsoft Office Suite, standard statistical software packages (e.g. Stata, SAS, R), and data collection software (e.g. ODK, DHIS2) required. Experience with Arc-GIS, PowerBI, and similar GIS and dashboard development software strongly preferred.
  • Able to analyze and interpret data, identify errors, and prepare reports.
  • Able to problem solve and develop and implement corrective action as needed.
  • Familiarity with data quality assurance and DHIS-2 systems, and data analysis and synthesis to guide programmatic application.
  • Experience providing guided technical assistance and mentorship at facility and county levels for data quality.
  • Familiarity with research and appropriate methodologies for program evaluation and learning.
  • Excellent oral and written communication skills in English and KiSwahili.
