TEACHER PERFORMANCE APPRAISAL AND DEVELOPMENT (TPAD)

The Teaching Service Department (TSD) is the Government Institute of the Ministry of Education and Training (MoET) which is mandated to administer the Teaching Service. The Department is under the overall supervision of the CEO Teaching Service.

The Teaching Service has a total establishment of about ±15 000 Primary School Teachers and Secondary School Teachers. The majority of schools belongs to Christian Denominations while others belongs to Government, Community and Private. Teachers are employed by the Government through the Teaching Service commission (TSC) except for Private Schools.

Recruitment and Selection

Recruitment of teachers by the Commission is demand driven and has been decentralized to TSC County for primary schools and Board of Management for post-primary institutions.

Process of recruitment and selection

The Commission will advertise available vacancies and interested candidates will be required to submit application forms to the county/institutions where they would wish to be considered for employment.

Short listed candidates will be invited to appear before the recruitment panel.

Successful candidates will fill employment forms.

Agents will submit completed forms and merit lists to TSC headquarters

Vetting Process

The Commission will vet the recruitment documents in accordance with the guidelines and:

Inform the recruiting agents of the outcome of the vetting process.

Issue appointment letters to successful candidates. Failure to take up the appointment within the stipulated period will automatically lead to cancellation of appointment.

Aggrieved candidates may channel their grievances to the Commission within two weeks from selection date.

The Commission has therefore developed this Teacher Performance Appraisal and Development system with the anticipation of supporting teachers to improve in their teaching competencies. TPAD which an open appraisal system will allow teachers in primary and secondary schools to participate in evaluating their own performance and initiate their professional development.

Through this appraisal and development system, it is envisaged that teachers will become more empowered to regain the lost glory of the teaching profession and earn public confidence and support.
